Kill Tasks in Aegir's Landing can be received from all of the guards (even the unnamed ones). Like all guard task, when you will receive tasks from a particular guard is completely random per person. However, there is a predictable cycle, such that once you have found a kill task, you can procede through the following levels knowing who your next guard will be. The cycle is as follows:

Cycle One (any of these guards): Guard Bolle, Sentry by Tynne, Valkyn Guards

Cycle Two (any of these guards): Guard Eyvald (Dyrfjell), Troll Guards

Cycle Three (any of these guards): Guard Kolr, Dwarven Guards

Cycle Four (any of these guards): Guard Bestla, Guard Tynne
